We continue to see a slowing of new vacancies being created and advertised in Quarter 3 2023. This quarters barometer compiled by Blue Eskimo reflects recent research by Fosway Group showing reductions in Learning and Development budgets, a wider anecdotal trend for the slowing of project-based activity in L&D, and a general slowdown in the recruitment market with recent survey research from Totaljobs indicating a 32% year on year reduction in HR/L&D positions advertised. All data in 2023 needs to be taken in the context of a significantly high level of activity in L&D in 2022.
